The Internet.

The city has the internet but it is very very controlled and very censored and very limited and small. The only websites available are search engines for information on such things you would find in dictionaries, encyclopedias, maps/directions, and etc. Although, there is one website that sees to get passed the censorship and is impossible to trace for some odd reason. The website is bland and simply has dots on it. The website sometimes goes offline for long periods of time and comes back for a short period of time. The longest it ran on for was a month. The shortest was 5 minutes. The website usually comes back after a week at least and a month at most. People do not know what the dots mean. Most do not care, but some are interested in finding out what the dots mean and how can someone possibly get passed the censorship and who did it.
